I am directed by His Excellency the Governor &c. &c. to acknowledge the receipt of your communication, which arrived yesterday, concerning the accused person Hwang-sin-kiong. His Excellency can only repeat that the IX. Article of the Treaty expressly stipulates that before an accused person is delivered up, there must be proof or admission of his guilt. The accusation of the complainant is no proof whatever, and the prisoner has not made any admission of his guilt.
