302 Victoria Hongkong- 16th July 1844
I am directed by His Excellency the Governor &c. &c. to acknowledge the receipt of your communication, which arrived yesterday, concerning the accused person Hwang-sin-kiong. His Excellency can only repeat that the IX. Article of the Treaty expressly stipulates that before an accused person is delivered up, there must be proof or admission of his guilt. The accusation of the complainant is no proof whatever, and the prisoner has not made any admission of his guilt. If any proof can be afforded of the imputed offence or any confession be obtained on his own part, His Excellency will send the accused over directly. To do so without these necessary
